Is he inspecting them, or just waiting for the pathogen to die
off?
Either way, if he's just doing that to Quentiam's goods, then
it'd be less than a 2.5 reduction maximum. Also, it's the same
quantity of goods anyway, isn't it?

Trade is delayed by a month, that will slow down your economy.
Imagine factories need goods to operate, they'll get them late.
What if you're importing food? That will come late too. Another
reason is that by doing this you're reducing your chances of
getting infected without any kind of trade off. If you can just
reduce your chances to nearly 0%, then what's the point of
having a global disease in the first place?

IMO events like this should be completely up to the RPer if they
want to participate. If the infection reached my island, I'd
probably lose half my population, for example.

There's plenty of options. If the infection reached your island,
you could just kill everyone with signs of infection. Done.
