       Why can I fight from some camps and not others?

       Hey,i am newbie,actually i started game three days ago so , i am
       curious about , stormland:wrath cape camp is it defend camp ?
       and riverland which is i am tully, blue fork camp is attack camp
       right ? because i cant attack wrath cape but i can attack blue
       fork camp...

       You have to have a SS garrisoned in a region before you can send
       an attack in that region.
