Camps and War

I am completely unfamiliar with how the camps and war works.
I'm trying to muddle through it because I want to help, but all
I've done is garrison a SS who is now sitting there being
useless. :) Any advice would be appreciated...

Go to war map, choose the land where your ss is garrisoned.
then choose an alliance (the best targets are mentioned in an
other topic), choose first a friendly action (aid, barter, spy)
which suits your ss the best and go
