according to participant volume.

since this alliance wasn't in the last 3 phases, it might start
at the lowest tier. However, when stockpiling it is best to try
to follow the list Winnie posted as closely as possible.

Ha! I would be happy if we could get any camp above level 12.
I honestly think we'll be okay with materials since spoils and
silver will keep the building fairly slow. with the changes, at
least we're in the same boat as far as no one being quite sure
how its going to work. Our biggest asset is numbers. As the
horde grows, coordination gets difficult but crafting becomes
less of an issue as long as we can get everyone to make at least
one of everything and then stockpile
traders/militia/eavesdroppers. Archers, caravans and siege
towers take DAYS to make!
