"sub-Saharan tier" is a common jibe used by South Indians to
deride North Indians for their HDI (human development index).

A funny thing I noticed is that these Eurocentrists not only
seek to identify with those who they perceive as "Whiter" than
them, but will be offended if they are identified with those who
are perceived as more "non-White" than them. For example, a
Eurocentrist Turk will be offended if they are mistaken for an
Arab. Same with Persians. And Arabs themselves will be offended
if they are mistaken for an Indian ("Indian" is an insult in the
Arab world. I also recall you mentioned it being used as an
insult against Khomeini).
