Reason on the disposition of tropical peoples to support
Socialism
Mary W. Williams (1930) paid attention to the impact of
tropical climate on human beings in Latin America. She said that
climate “has been far more influential upon the history of Latin
America than any other part of physiography.” The tropics is “a
region of climatic monotony encouraging listlessness and lack of
ambition, which are also fostered by nature’s generosity,
especially in the matter of food supply.” She continued that the
tropics contribute to nervousness and lack of self-control and
that in comparison with the temperate zones, “in these regions
human actions are likely to be dominated more by emotion and
less by reason.” Tropical and subtropical regions are also
infested with diseases unfriendly to man (pp. 14-15). Her
arguments on the impact of climate reflect Montesquieu’s ideas.
It may be that because of the tropical climate it is not
realistic to expect the quality of democracy to rise in Latin
America and other tropical countries to the same level as in the
countries of the temperate zone.
Therefore, the Western people (and "New China") who live in
Colder Temperate Zones hardly to be socialist, therefore they
deserve more authoritarian rule to make socialism be
implemented. That's the reason on incompatibility of democratic
method to achieve socialism in the West and "New China"

Indeed, this line from the passage you quoted:
“a region of climatic monotony encouraging listlessness
and lack of ambition, which are also fostered by nature’s
generosity, especially in the matter of food supply.”

the people of Hemudu lived a rather peaceful and
comfortable life as no signs of fierce conflicts or lack of food
were found during the excavation.
"These ancestors from 7,000 years ago already knew how to live
an exquisite life along the Yangtze River," researchers wrote in
the Hemudu Culture Catalog collected in the museum in Yuyao.
"They were a group who desired sun and sky, without worrying
about food or war."
Result of Democracy
The quality of democracy seems to be approximately
similar, with local variations in details, in nearly all other
European and European offshoot democracies. This group of
high-quality democracies includes at least Belgium, Canada,
Denmark, Estonia, Finland, France, Germany, Latvia, Malta, New
Zealand, Slovakia, Slovenia, Sweden, and the United States.
Various shortages in the quality of democracy are related to the
discrimination and underrepresentation of the Roma people,
especially in Slovakia; to the unequal position of noncitizen
Russians in Estonia and Latvia; to problems with large
non-European immigrant groups, especially in Belgium, France,
Germany, and Sweden; to the position of indigenous Maori people
in New Zealand; and to the position of blacks and millions of
illegal immigrant workers in the United States.
