The former do not necessarily claim to be anti-Western. They see
nothing special about Western civilization, and thus have no
strong feelings about it either way. To them, Western
civilization just happened to first get to where all
civilizations were headed anyway.

As someone who despises Western Civilization myself, I can't
help but wonder, is this somewhat true?

Statistically, individuals possessing the potential to invent
machines could appear in any society even by random mutation, so
if it were just a question of waiting for them to each appear
and do their thing, and letting their innovations accumulate,
then it may be the case that by waiting long enough, every
civilization will end up modernized. But this is not how
civilization works. In practice, potential machinists must first
be given the opportunity to exert their machinism by the society
they arise in, before they will actually invent machines. The
main argument for Western machinism uniqueness is that
non-Western civilizations had for a long time been on a
trajectory of giving less and less such opportunity to potential
machinists. Do you reject this argument?

I agree with this. But those non Western Civilizations were
already in decline. Take for example, India, which was ravaged
by Central Asian nomads in the Middle Ages. It would have taken
a longer time, sure, but eventually, after the decline of those
civilizations, machinists and Yahwists would slowly but surely
have gained prominence in those societies.

But if in our alternate universe Indian civilization has to be
allowed to decline prior to modernization occurring in the
region, then by definition it would not have been Indian
civilization responsible for modernization. This is a different
position from those who believe Indian civilization itself was
on course to modernize independently if only it hadn't been
colonized by Britain etc..

That Indian Civilization would have eventually declined,
following which modernization would have happened even without
contact from the West.

I consider it unlikely. The population would still be there
which your hypothetical invading Turanian dynasty would have to
govern. Such a dynasty would gain little from providing
opportunity to machinists in India since they are not in an arms
race with a threatening machine-heavy neighbour. On the other
hand, modernization could lead to emergence of an indigenous
technocracy which could rival their own authority, which they
would surely prefer to avoid.

civilization, but rather than incentivizing foreign labor to
work in South Korea, the South Korean government prefers South
Korean women to destroy their own bodies to make up for the
labor shortage, is what this position truly sounds like?
