Ethnotribalism and Empathy

I always thought ethnotribalists were devoid of empathy.
However, they do seem to genuinely express emotional distress
when one of their ethnic kin is hurt, even going so far as to
cry. I know this is due to ethnonepotism, but how is this
possible?

Evolutionarily speaking, if two ethnotribes were in competition,
which would be more likely to win (other factors being equal):
the ethnotribe whose members empathized with one another but not
with non-members, or the ethnotribe whose members empathized
with no one?
Thus ethnotribes devoid of empathy, even if we assume they
existed at some point, would have gradually be eliminated by
natural selection as they came into contact with and were
required to compete against ethnotribes which relied on ingroup
empathy as the basis for ingroup cooperation.
