Killed For Jaywalking? Police Under Fire For Escalating Stop Of
Black Man
--- Quote ---
> In a special segment, MSNBC's Ari Melber reports on the
controversial police stop of Kurt Andras Reinhold, a Black man
who was shot to death by police for allegedly jaywalking. Melber
also discusses the recent death of 18-year-old Trey Webster,
whose family alleges was killed by police after they entered his
home without knocking or announcing themselves. Though police
say they did announce themselves and argue Webster shot first,
his family denies this. This report is part of The Beat's
ongoing coverage of the reckoning policing in America faces
across the nation.

> Black Man Sues Chicago Police Accused of Brutalizing Him After
Stopping Him Because He Had 'A Shocked Look on His Face'
>
> Another day, another Black man harassed and brutalized by
police officers while in the commission of...minding his own
business.
>
> Leroy Kennedy IV has filed a lawsuit against the Chicago
Police Department alleging that he was “traumatized” by the
actions of officers who arrested him last August while he was
walking to the store. Recently released police body camera
footage shows part of the altercation and arrest that led to him
spending four days in jail only to have charges of aggravated
battery to an officer dismissed later on.
> ...
> Kennedy said he was walking to a store last August in Humboldt
Park when two Chicago Police officers ran up to him, slammed him
against a brick wall and smashed his head onto the sidewalk more
than once.
>
> “I told him like ‘Sir, I’m not resisting. I just want to get
my glasses,’” Kennedy said. “He slammed me again thinking I’m
resisting.”
>
> The officers were soon surrounded by angry witnesses at the
scene. The video appears to show Kennedy wobbling as he’s led
away in handcuffs.
>
> He said he suffered a concussion as well as cuts to his face
and hand and wrist injuries.
>
> What should really raise eyebrows is the excuse police
officers gave for approaching Kennedy in the first place.
According to ABC, the officers said in their police report that
they stopped him because he had “a shocked look on his face”
when he saw police, and somehow that brought the cops to the
conclusion that he might have been “attempting to conceal a
firearm.”
>
> Yeeeeeah, nah; you don’t get to just guess at something like
that.
>
> “The police couldn’t even pretend he did anything,”
Christopher Smith, Kennedy’s attorney, told ABC. “So you have a
police report which gives no description of a crime and no
reason for approaching him, other than his bulging eyes.”
>
> Black people all over this country will tell you that they
don’t need to be doing anything illegal for them to get nervous
when police officers come around. To people who don’t understand
the toll constant racial profiling takes on Black people and
think we’re just being paranoid, it’s worth pointing out that
Kennedy—who was literally just walking and not “attempting to
conceal a firearm”—ended up bruised up and in jail after the
altercation with cops we supposedly have no reason to fear.
>
> “It left me feeling traumatized, man, I ain’t gonna lie,”
Kennedy said. “You get nervous. You get even more nervous once
you see the police.”
>
> Exactly.

This is not too different from domestic violence cases where the
perpetrator beats up the victim for being frightened of the
perpetrator (after the previous beating).

It continues even amid the Texas crisis:

--- Quote ---
> Black teen arrested for walking in roadway during Texas winter
storm
> ...
> The teen apologized for walking in the middle of the road but
explained he was doing it because the sidewalks were icy and
covered in snow. After the officers continued to follow him for
over two minutes, they arrested him.
>
> Reese said the cause is simply because he is Black.
>
> “Just ‘cause I’m Black, that’s it. It’s ‘cause I’m Black, I
fit a description. It hurts, man,” said the teen who is still in
high school. “I don’t even think the call would’ve happened [if
I wasn’t Black]. Honestly, I really don’t.”
--- End Quote ---
And of course elsewhere also:
HTML https://www.yahoo.com/news/louisiana-police-officer-filmed-pinning-123018688.html
--- Quote ---
> A Louisiana police officer was filmed pinning a 13-year-old
Black teen to the ground with an arm around his neck

battery of a police officer, and disturbing the police, while
the girl was charged with resisting arrest.
--- End Quote ---
In other words, the police could have just left them alone.
And remember, the worst thing is the double-standard:
--- Quote ---
> The Baton Rouge Police Department has faced multiple
race-related scandals in recent years, including letting a white
man - who admitted to killing a Black panhandler - go after
questioning in August. In February 2019, a photo surfaced
showing BRPD detectives wearing blackface in 1993.

--- Quote ---
> 'Gonna be sore:' La. troopers boasted of beating Black man
> ...
> “He gonna be sore tomorrow for sure,” Trooper Jacob Brown, who
was charged in the case and resigned Wednesday, texted three of
his colleagues. “Warms my heart knowing we could educate that
young man.”
>
> The May arrest of 29-year-old Antonio Harris — who authorities
say was beaten by troopers even after he “immediately
surrendered" — bears a strong resemblance to the State Police
pursuit a year earlier that ended in the still-unexplained death
of another Black motorist, Ronald Greene.
> ...
> An internal investigation found the responding troopers, who
are white, attacked Harris even though he had surrendered and
“laid face down (prone) on the ground and extended his arms away
from his body and his legs spread apart.”
>
> The first arriving trooper, Dakota DeMoss, “delivered a knee
strike” to Harris and slapped him in the face with an open palm
before powering off his body-worn camera, the court records
show. DeMoss, 28, also initiated Greene’s arrest in May 2019,
though State Police have not provided any details about his
involvement.
>
> Another trooper, George Harper, 26, punched Harris in the head
several times with a fist “reinforced" by a flashlight and
threatened to “punish” Harris, while Brown pulled the man's
hair.
>
> “At no time did Harris resist arrest,” the State Police
internal investigation concluded.
>
> The troopers produced “wholly untrue” reports saying Harris
was resisting and continuing to flee, the filings say, and they
sought to conceal from investigators that there was bodycam
video. They also exchanged 14 text messages peppered with “lol”
and “haha” responses in which they boasted about the beating and
mocked Harris.
>
> “BET he wont run from a full grown bear again,” Brown wrote.
>
> “Bet he don't even cross into LA anymore,” DeMoss responded,
who earlier jeered that Harris was “still digesting that ass
whoopin.”
>
> “He gonna spread the word that's for damn sure,” Harper texted
back.
--- End Quote ---
Note the last line. As I have said, these beatings aren't just
recreational, they are a deliberate strategy of terrorism.
--- Quote ---
> The filings show DeMoss originally received only counseling
for his role in Harris’ beating, admonished for turning his FM
radio up “extremely loud” during the chase and switching
stations “in order to find the right song.”
> ...
> Brown and another trooper, Randall Dickerson, 34, are also
charged in a July 2019 drug arrest of another Black man after a
traffic stop on Interstate 20 in Ouachita Parish. Body-worn
camera captured Dickerson striking the man five times “towards
his head and administering a knee strike to his body,” according
to court records.
>
> Brown also was arrested in December on battery and malfeasance
charges in another incident involving a man who says authorities
followed him to his house, dragged him from his car and beat and
kicked him, breaking his ribs.
>
> Federal authorities separately are investigating troopers from
the same troop in the death of Greene. Troopers initially blamed
49-year-old's death on a crash at the end of a high-speed chase.
But photos of Greene's car showed little damage and his family's
attorney says bodycam footage shows troopers choking and beating
the man, repeatedly jolting him with stun guns and dragging him
face-down across the pavement.
