23 million emigrating would be a good start. Consider the
historical population of Afghanistan:

Actually at least ~30 million need to emigrate in order to get
Afghanistan back down to its pre-colonial population, which is
likely to be much closer to the true carrying capacity of the
land without artificial distortion by international finance.
Every formerly colonized country should aim to return to its
pre-colonial population and export the rest to the Western
countries which formerly colonized them. Anything else would be
unfair.
