Musjawarah versus Fuehrerprinzip System of Governance

Musjawarah means the individual leader need to hear his
inner-circles what the ethical quality policies which should
have implemented. And the deficiency of individual leader can be
furnished with the another of his co-workers who have qualities
which the leader's not have. So, the leader's policies can be
increased it's quality with discussion with his inner circle's
       co-workers
Fuehrerprinzip means total obedience to the individual leader
even though he has deficiency of himself. So his policies cannot
be corrected by anyone even though there's something wrong on
       it. What about that?

Under Musjawarah, after the leader has listened to what his
co-workers think, who makes the final decision about policy? If
the leader does so, then Musjawarah is also Fuehrerprinzip.

During Old Order and New Order Era, Ir. Sukarno (Old Order's
Leader) and Muhamad Suharto (New Order's Leader) who are made
all the decisions. The decisions's output in musjawarah came
