Again, any such enemy action in which one shooter kills more
than one victim is a demographic win for them. This is why the
correct state response is not just executing just the one
shooter (which does not undo the win), but executing a far
greater number of WNs than the number of victims killed by the
shooter (which is the only way to turn their win back into a
loss).
