Seems Hitler did not want to preserve a population, he agreed
with great population replacement if it didn't suit his goals

as they (especially the first two) could be interpreted as
Darwinist (ie. whoever loses by definition deserved to lose).
Hitler's best quotes are his anti-Darwinist quotes, such as:

the instinct of self-preservation as the so-called ‘chosen’

The more superior a gene pool is, the weaker its
self-preservation instinct, and hence the more external effort
must be invested to ensure the inferior (but hence possessing
stronger self-preservation instinct) are eliminated first. It is
this which satisfactorily accounts for Hitler's practical
decisions to invade the countries listed earlier (as well as of
course rounding up Jews). If they were going to die out anyway,
why not just wait for them to do so on their own? It precisely
because we know they are not the ones who will die out first
that we need to take action to make them die out first.
Please think more carefully before posting, or else you will end
up doing to National Socialism what Paul did to Christianity.

Goering never said anything about enemies here. His argument was
ingroup-outgroup distinction:
