       At least the mafia tend to be pro-refugee (who can be easily
       persuaded to join in exchange for protection from deportation).
       In a sane world, we would want the government to give refugees
       citizenship ASAP so that their incentive to join the mafia is
       removed. But in the current world, I would rather side with the
       mafia than a government which tries to deport refugees.
