The entire NATO approach of waiting to see whether or not Russia
will make a move is stupid, as it allows Russia to keep the
tactical initiative. It means Russia can relax knowing it can
take as long as it wants to decide either way, while we have to
remain tense at every moment anticipating a move. Russia is
already winning, and the longer Russia keeps us waiting in this
way, the more it wins.
If I were in charge, once we have enough troops ready, I would
threaten to take back Crimea. This at least puts Russia in the
same psychological condition ("Will they really invade?") as we
are currently in, and hence puts the two sides back on equal
footing.

Russia is likely gambling on NATO losing their nerve sooner or
later and, as a result, forcing Ukraine to sign an unequal
treaty in Russia's favor just to resolve the situation.

I don't understand this line of thinking at all? So, to clarify,
Ukraine joining NATO will be a total victory for Russia and a
failure of "Western propaganda"?
