I'm guessing the metric the U.S. uses to determine "genocide"
goes something like this:

If Type I or Type II are being killed en-masse it's probably a
"genocide". If any of the other types are being murdered
en-masse it might be a "genocide" depending on the resources
under the feet, or whether or not the land they live on has any
strategic value.
