Who should of been WWE Champion?

This question is pretty straight forward but i'll give just a
brief explanation anyway. Who, during any era of WWE should have
been champion and why? Obviously they have to have never been
WWE champ before. There are many good choices such as Rowdy
Roddy Piper, Harley Race, Shelton Benjamin, and Mr.Perfect, but
my choice is Razor Ramon/Scott Hall. I would have chosen Razor
in WWE because he was extremely over and was great on the mic
and in the ring. He had the total package and a feud between him
and HBK or Bret Hart over the title would have been AWESOME. I
also say Scott Hall(yes I know they're the same guy) while he
was in WCW because when deciding weather he should join nWo
Hollywood or Wolfpac, it would be perfect if he were champion
because it would be extremely momentous for whom ever he chose.
2nd place I award to Ted Dibiase but im too lazy to explain why

Perfect and rude certainly had the mic skills and ability to be
at the top. They would have been better than sgt slaughter who
won the belt for cheap heat. Dibiase was suppose to be champ at
mania 4 until honkytonk had a problem with losing the ic belt

One thing you have to remember is that back in the late 80's and
early 90's, it was commonly believed that the World Championship
Title was not given to the best wrestler, but the one who was
the biggest character. To that end, I don't think Mr Perfect or
Rick Rude should ever have held the belt. Instead, they held the
Intercontinental Title which was recognised by fans and pros
alike to be the true title for the best wrestling had to offer.
The only other person I can think of who could have carried it
due to his charisma is "The Million Dollar Man" Ted Debiase. He
certainly should have had a long reign and played a perfect
heel. Or even Jake Roberts. But again, thinking back to those
times, it wouldn't have fitted. No one was ready for that level
of cerebral intensity.

The ultimate warrior was given the ic belt for some reason.
Apart from Randy savage i think vince struggled to find a
sucessful heel champ. Yokozuna and Sid did not perform well at
the box office. Rock and hhh finally changed that when they won
their first wwf championships

When i think about it in the 80s and 90s alot of the guts who
had the belt should not of had it for as long as they did. But
i now days it go's to guys who the fans love to see like john c
, randy orton. Etc.
