       Referees and/or Officials in Nat 2 North and in general

       Now i don't profess to be a master of the rules by any means,
       but I can view a game and see when ref's and officials appear to
       treat the rules in a different manner each week, sometimes they
       get some bits wrong, other times they get it very wrong, and yet
       other times they don't see, or want to see, things that are very
       obvious or see things that are not so obvious that even TMO
       would not pick up.
       It does appear that the rules are applied very inconsistently
       and some officials are better than others.  Now I know that's
       only natural to have good ref's and bad ones but, I don't get
       how the difference can be so big between games even with some
       officials being "watched" and reported on.  They do have to have
       certain pedigrees to official at different levels.
       Is it simply that the lower leagues are using a batch of refs
       that are relegated from higher leagues for being bad or is it
       new ref's that are still learning to perform their role to
       sufficient ability?
       They are a 3 strong team for each match but some use both
       linesmen, some use 1 and not another and some don't seem to want
       anyone telling them anything?
       Is this an issue and is it bad enough that with the wrong set of
       officials we could lose a game we should win?
