Reigning champions Saracens will be relegated from rugby union's
top division at the end of this season following salary cap
       breaches, Premiership Rugby have confirmed.

But if you are Leeds, you can do what you want and no
       punishment.

But in order to be promoted you have to prove your finances sit
within the cap! They have to lose players, or the players have
to take some serious pay cuts.
This will have a knock on effect as other squads will get looked
at. I’m sure many expensive (older) guys will be looking further
down for a last pay day, so those in Champ get moved downwards,
Nat 1 money guys pick up Champ movers and money pulls the game
more into a South East dominated structure. Northern rugby not
going to be able to compete.

So the RFU and PLR have come to an agreement with Saracens. The
RFU / PRL have agreed not to look back through the Clubs
accounts for the last three years if Saracens agree to be
relegated at the end of this season, which of course they might
have been anyway. If the RFU / PLR had been stronger, they could
have looked back at those accounts and Fined the Club a larger
amount of money and taken back from them, all the Trophy's and
Cups won in those seasons. They are still being allowed to
carry on playing in the European Champions Cup this season and
could Win it. They will still be bringing in a lot of money for
their remaining games of this season. Have they really been
       punished ?
Saracens were fined and had 35pts deducted this season, the fine
will be meaningless to them and of course the -35pts are now
       also meaningless.
They will play in the Championship next season, but their
players will still be eligible to play for England. Players can
also sign for Foreign Clubs and still be eligible to play for
England. Neither of these have been allowed for some time.
Saracens will be Promoted next season so is this a one season
dispensation for them, or will other relegated Clubs in the
future be allowed to do the same.
One season in the Championship, then back to Business as usual,
hopefully keeping within the Salery Cap which in the near future
will be raised again. One good thing about this is that
Championship Clubs will make a 'Bob-a-Two' extra when the
       Saracens supporters come to town.

Once again it will make the Championship a meaningless
competition for the teams in it especially if they decide to
ring fence the premiership and increase the the teams in it.
Will we now find that next season a brand new structure will be
in place with Saracens involved again and Leeds also there? I
also read that Saracens is the tip of the iceberg and other
Premiership teams will be scrutinised for breaching the rules.
The whole structure appears to be in a total mess.

Rucko, I'd be amazed if Saracens were the only ones breaching
       the salary cap!

WOW Read in the paper today that Saracens have had another
       70 pts deducted Why ?
The original punishment that they received, Fine and 35pts
deducted, was in the circumstances, appropriate.
I think the RFU / PLR then thought that the way the Games /
League were going, Saracens could well have overhauled their
Points deduction, and stayed in the Premiership. So has not to
lose face, and receive enormous criticism, the Governing Bodies
decided to tell Saracens that they would be relegated at the end
of the season, immaterial of what position they finished in.
To me that should have been the end of it.
In the article I read, it gave no reason why the extra 70 pts
have been deducted. As I understand it, I might be wrong, no
points deduction will be carried over to next season, so why
       have they done it.
Both the RFU and PLR have, in the past, shown weakness when
dealing with the Premiership Clubs / Players. Maybe this is them
Puffing out their Chests, to try and show how tough they are.
It will be interesting to learn the reason for this decision.
You never know, it might be a good one.
The above is purely my OPINION, yours may be different.

The England team have benefited from a strong Sarrie's team that
has been competing and winning at the highest level, and so have
the other home nations. Sarrie's did wrong but this could come
back and bite the RFU on the ass.

When the issue of breaching the salary cap again this year first
came to light, I recall reading that the rules for breaching
these rules, do not provide for relegation being meted out as a
punishment, therefore the only way to ensure Saracen were
relegated was to impose a further points reduction.
