Aren't Rotherham Athletic who are both the rugby club and
cricket club landlords responsible for maintaining Clifton lane
so may be they should have got it ready for the cricket.

It's the Titans responsibility to take down the Tower, the Posts
and the Barriers and Subs benches.
Everything between the Rugby and Cricket pitch's should have
been cleared away as soon as possible after the Leeds game.
I don't know why this wasn't done, but there's no excuse for
the foul language aimed at the Club.
