You are right, it is a far off tangent, lol.
Police certainly are allowed to use force on the disabled.
Heck, not that long ago they popped a double amputee sitting in
       his wheelchair.

Hey, he threatened the cop with a pen. Yeah, ball point.
Disabilities like ADHD are not get out of jail cards, the jails
are full of the mentally ill. No crime here, so I'm not sure
       why Jail would be considered.
Here's where I see the problem:
School kids with disabilities are required to have an IEP that
lays out everything from their educational plan to discipline
       plan and everything in between.
That IEP must be followed by federal law, excepting for
       unforseen emergencies.
A brat misbehaving in class is not an emergency, thus I would
assume they skipped over a couple of steps when they went
straight for the police and handcuffs.
Also violated Kentucky law it appears, unless the child was
completely out of control and presented adanger.
Remember the good old days when misbehavior in class meant your
mom was getting phone call and you'd be trouble when you got
home? Do they bother with parents anymore, or just go straight
       for the cops and handcuffs?
       [/quote]
       Heavy sigh ::)
Things are as not as they once were. When I was young not only
was I not afraid of a pair of handcuffs I even had a few pairs
of my own. Nothing kinky, I just thought I could be a
       magician/escape artist (I wasn't!) These days yoiu can't find a
pair in the toy department. Nanny State Irony!
Speaking of Nanny State, I am willing to bet that the State of
Kentucky has some "Mandatory action" when police are called in.
The teacher called the cops, maybe that it what should be
       focused in on.

I don't know about the new EPA but I know about the new beaches
as of yesterday. I have lived in Wood County all my life and
mostly went swimming in one of the 5 public pools. There is now
one public pool in Wood County. So I thought I would try a
beach. I did those a bit as a kid.
Bad idea. I don't know why but the beaches are loaded with goose
poo! Ick! There was no way I was going to walk on that or lay my
towel on that or swim in that. I don't know what has happened!
It was not like that when I was a kid.
Thank goodness for that one remaining public swimming pool. It
       was refreshing in this heat.
