Not sure what video you saw Rapids, perhaps it was edited but
Mr. Garner was clearly resisting arrest. The chokehold that you
say the officer used also is not illegal.
       [/quote]
Then you understand the problem, where two people can watch the
same video and see different things. I didn't see Garner
resisting arrest. If he was he sure wasn't putting much effort
       into it.
I'm curious where the threshold for "resisting" is. Not
walking into the handcuffs while whistling Humble Pie's "30
days in the hole"? Is that resisting, if the officer has to ask
       twice?
I DID see a chokehold. Correct, not illegal, but against
       department policy.

Sometimes, reprehensible behavior alone can make a scandal.

Good point. Kinda like selling loose cigarettes ( or playing
with toy gun in the park, or walking onto the porch with a
cereal spoon...) and ending up killed by the police?
I consider those all scandals. I bet you don't.

He kept back away from and pulling his arms away from the
officers when they tried to take him into custody.....that is
       resisting arrest.
A chokehold is when you lock the arm around the neck onto
another part of your body or clothing for leverage. That did
not take place in this incident.

5.9 million dollars. That's what this incident cost the city in
       a wrongful death settlement.
If it were a justifiable death, there would be no settlement.
       There would be a trial.

Was admitting guilt part of the settlement? Are you saying every
time a settlement is reached before trial it is because the one
       party is admitting guilt?

Nope. Avoiding admitting guilt is the whole idea. They get to
write a check and avoid further liability.
Thing is, NYC has attorneys on staff to defend against this
sort of thing and oftentimes they do. This one they chose to
pay out and avoid a public trial. That tells me something.

Speculation on your part. There are many reasons cases are
settled before a trial. Unless admitting guilt is part of the
settlement what you say is only your opinion and not neccisarily
       a fact

Yep, it's absolutely speculation on my part, which was sorta the
       point.
Those who rush to point out what many "saw" on the Garner video
was wrong should apply their own "wait until the facts come out"
       mindset to the PP video.

It now appears two IG's have requested the FBI look into
Hillary's use of private email. I'd love to say the plot
thickens but where the Clintons and their machine are concerned,
facts have a tendency of dissapearing Eg 30,000 or so emails
