       Prevailing wage laws should do nothing more than set public
       works pay scales the same as similar jobs in the private sector.
       No more, no less. Anything touched by Federal money is subject
       to Davis-Bacon anyway.
       That said, the state's methodology does need to be fixed and
       updated.
