       True, but that isn't the only potential dynamic going on here.
       There is also the BETRAYAL OF THE RESPONSIBLE at work here. To
       explain, think of a man who considers himself responsible when
       he commits a minor traffic violation he doesn't think twice
       about paying the fine. Sometime later when he hears about a hit
       and run that won't pursued because the police department doesn't
       know how to, he really gets angry and starts questioning his own
       judgement in being responsible.
