Obama finds it very easy to blame Clapper for the intel
failures. I find myself asking the question how hard would it
have been to have more precise intelligence if we would have
left 10,000 troops in Iraq as Obama was advised to do?

Obama basically followed Bush's withdrawal plans, except he was
willing to leave a few thousand troops in Iraq provided they
got immunity.
Iraq refused, so we removed our troops. It was the correct
thing to do, and as far as I'm concerned we should leave that
county to rot. This was their choice.

Obama was warned numerous times over the last year and half or
so about ISIS. He was told that it was a serious problem.
But that would not have fallen in line with his "I destroyed
al-Qaeda" and " I won the war on terror" proclamations.
Obama the Narcissist is never wrong and has never made a
mistake.
Don't believe that. Just ask him.

When did Obama claim to have "won the war on terror"?

About the same time he said "GM is alive! Bin Laden is dead" and
so forth.

That was Biden.
Snickers has "I won the war on terror" in quotation marks. I
want to see the specific quotation.

I would strongly suggest you look into why Iraq refused. I
think you'll find another case of Obama moving the goal posts.
History has shown this wasn't the correct thing to do.
I remain quite confused thanks to the message from the White
House.
Obama has proudly proclaimed on more than one occasion the he
has "ended the war in Iraq" And "brought all the troops home".
Now you're saying Iraq has refused to allow our troops to
remain. Which one is it? Did Obama "bring our troops home"
Or did Iraq refuse to allow them to stay? A little research
will open your eyes.
You may also want to ask is there a SOFA in effect now?

Bush wanted to leave 0 troops in Iraq.
Military advisors wanted to leave 10-15,000.
Obama initially wanted to leave 3-4,000, but reduced that to
zero when immunity wasn't given.
He spun that into 'bringing all the troops home' when in fact
that wasn't his preference.

Why wasn't immunity given? Dig a little deeper and you'll find
where Obama moved the goal posts. He set the bar so high that
nobody in history had to meet the expectations that Obama set.
But again the question remains did Obama end the war or did Iraq
throw us out? It just depends on which week you talk to Obama.
You say it wasn't his preference when in fact he ran on this
very promise.

I was being sarcastic.
I thought that was obvious.
He did not use those words.
