       This is one of the many reasons I left the Wood County
       Republican Party( co-vice chair south).  Everyone is keeping
       their eyes on state and fed levels while at the local level
       things are at their worst. Its sad when the party defends a
       felony committing democrat rather than standing with what is
       right. People need to stop being afraid to stand up to the
       wrongs even if it means you stand alone.

       Editorial excerpts from Gannett Central Wisconsin Media:
       Wausau City Hall's culture of intimidation
       "It was abundantly apparent," writes attorney James Macy in the
       investigation report prepared for Wausau City Hall, "that
       (Finance Director Maryanne) Groat exercises more authority than
       set forth in her job description. Some described it as simply
       filling a void in the absence of other management. Others
       described it as a reach for power. ... While all of those
       explanations could be justifiable, they could not explain why so
       many were in absolute fear of Ms. Groat."
       But other parts of the report, obtained Wednesday by Daily
       Herald Media and detailing the conclusions of a harrassment
       complaint filed by City Attorney Anne Jacobson against Groat,
       provide plenty of clues.
       Groat, the report finds, actively undermined Jacobson, casting
       doubt on her competence in private conversations with the mayor
       and with other department heads. (...)
       Groat, the report finds, was a bully, losing her temper in
       meetings, sending cutting, sarcastic emails copied to multiple
       city officials and shouting at others, ostensibly her equals,
       within earshot of colleagues. (...)
       "It should be noted," the report states, "that throughout the
       process of interviewing witnesses, many were clearly afraid to
       provide information in fear of retaliation from Ms. Groat."
       The documents are a revelation in that they are the first public
       admission of a toxic, dysfunctional dynamic that has long been
       whispered about or known only to those close to City Hall. In
       black and white, in the light of day, these revelations are
       alarming.
       We expect the fallout from this report to be serious and
       long-lasting. We will have more to say on it in coming days and
       weeks.
       For now, this reaction: It is worse than we thought. And it
       needs to be fixed.

       Dorchester chief showed poor judgment
       Never mind, for a moment, where the arrest took place. Why was
       Dorchester Police Chief Gary Leichtman arresting the man who
       fought with Leichtman's son in the first place?
       Assault is a crime, and we cannot claim to know exactly what
       happened at the bar fight between Leichtman's 30-year-old son,
       Chad, and 31-year-old Thomas Danen. Maybe Danen deserved arrest.
       (The Taylor County District Attorney, who handled the matter,
       decided not to charge him.)
       It doesn't matter. Even if Leichtman truly believed that, he
       still should have stayed far away from the case.
       This is simple: Law enforcement officers have a special
       obligation to avoid corruption and conflicts of interest and
       also to avoid the appearance of corruption or conflicts. We
       entrust police with a lot of powers that an ordinary citizen
       does not have — in this case, the right to capture and detain
       another person. One of the very basic responsibilities that
       comes with that right is the responsibility to avoid using those
       powers to further personal ends or settle personal grudges.
       We don't know what was in Leichtman's heart when he arrested
       Danen. But could a reasonable person question whether he was
       acting in a less-than-impartial spirit? We don't see how a
       reasonable person could possibly ask any other question.
       Leichtman told News-Herald Media this week that he has had
       trouble in the past getting other law enforcement agencies to
       respond when he needs help. Even if this were true, to conclude
       that his best option was to simply go it alone, even in a case
       involving his own son, does not reflect well on his judgment.
       And, by the way, the arrest itself was illegal. Leichtman went
       outside his Dorchester jurisdiction to arrest Danen. He's not
       allowed to do that — not in this case or any other. Leichtman
       received censure from Marathon County District Attorney Kenneth
       Heimerman, who said he is "deeply troubled by Mr. Leichtman's
       lack of understanding of his jurisdictional boundaries/lawful
       authority." (...)
       Leichtman's actions were plainly unethical and nearly illegal.

       There's a difference between being afraid to stand up and not
       taking part in petty partisan nonsense.  There are plenty of
       actual problems that need to be dealt with.  Vruwink's ballot
       photo is not one of them.

       Cats,
       The gannet sites keep track of your monthly articles by placing
       a cookie on your computer.
       Clearing your cookies, or opening an incognito browsing session
       (chrome:  Shift + ctrl + N)
       Blocks that cookie from counting.

       I think you missed the point Linda.  The mayor seemed totally
       oblivious to the law.  He should have known better.

       At the moment taking a picture like that may not be bad, but in
       time people may find a way to use that for the bad. I can't give
       an example off the top of my head but I am sure someone could be
       creative enough to try something like that.
