       I don't think it's racially motivated, I think voter ID is
       intended to reduce democrat voter turnout.
       Several high profile Republicans, from Mike Turzai and Jim
       Greer to Phyllis Shalafly have admitted exactly that.  It's the
       same motivation behind reducing absentee/early voting
       availability.
       The fact a good number of the voters affected may be minorities
       is a side effect, not the main intent.
       Voter ID does not address ANY identifiable instance of fraud and
       there are far more effective things we could be doing if fraud
       prevention is the real motivator.
