       Unidentified Female Monroe Township, Pennsylvania 1990 –
       F561PA90
       On July 22, 1990, children picking berries found an unidentified
       female lying face down in a stream while cross under a railroad
       trestle near State Road 2012 in Monroe Township, Pennsylvania
       (about 3 miles south of I-80 near Reidsburg). It has been
       determined by law enforcement that the unidentified female was
       not local to the area and they believe that the killer was from
       the local area because of their knowledge about this remote
       location to dump a body. The closest road had very little
       traffic. The unidentified female is sometimes informally
       referred to as “Penny Doe” because of the pennies found in her
       pockets.
       The unidentified female could have been in the area to attend a
       concert on Memorial Day Weekend. On May 27, 1990, that year
       there was an outdoor rock concert called Music Alley at the
       Music Alley Concert Grounds which is about 15 miles from where
       the body was discovered. The concert was about 5 minutes off
       I-80 Exit 6. About 5100 people, many from Pittsburgh and Ohio,
       attended the concert which featured the bands “The Stand”, Down
       to the Wire”, Lawyers, Guns & Money” and “B.E. Taylor and
       Cleveland”.

       Cause of Death: Struck on right side of the skull by a blunt
       object.

       One tooth on the upper right was chipped but that could have
       happened after death
       One front tooth was short and stubby compared to the same tooth
       on the other side (unknown which tooth, but photos are below)
       She still had one of her upper baby teeth behind the adult tooth
       #7 (Lateral incisor) where the adult tooth had grown in but the
       baby tooth had not fallen out.
       She also had one upper tooth that was 90% rotated (unknown which
       tooth, but photos are below).

       Other: There was a penny in each of her jeans pocket.

       The Jane Doe was found on July 22, 1990 in a stream near State
       Road 2012. She had been deceased for about 2 months prior to
       being found. She is estimated to be 20-40 years old, stood
       between 4’10”-5’06” tall with brown hair. She was found wearing
       black “Gitano Express” jeans (size 9/10) and a black button-down
       shirt with an attached floral print vest made by “Stop Light of
       California.” The above images are of a facial reconstruction
       created by a NCMEC Forensic Artist.

       I don't think Penny Doe was killed at the location by the
       stream. The Clarion police estimate her death occurred around
       April 1, 1990. April 1st is not warm in northwestern
       Pennsylvania. The chart above shows temperature averages that
       range from 31 to 60 degrees for the entire month of April. It is
       unlikely that Penny Doe would not have been wearing a jacket or
       coat on April 1st, if she was outdoors. It's not uncommon for
       snow in the beginning of April, in northwestern Pennsylvania.
       There are no reports that a jacket or coat were found with her
       remains. I think she was probably killed indoors and carried to
       that location.

       The woman, who was white and aged 18 to 22, died around April 1,
       1990, according to an estimation by Clarion County Coroner Rick
       Goble.
