       Three teenage boys, aged 13, 14, and 15 years, were
       skateboarding on a cement boat ramp at Derby Pond on November 8,
       1988, at approximately 3:30 - 3:40 p.m. One of them saw what he
       thought was a doll wrapped in newspaper, approximately 8 feet
       from the edge of the pond. One of the boys used a branch to pull
       it toward the shore. When they looked closely, they saw that it
       was a baby. The baby was wrapped in a newspaper dated September
       15, 1988.
