       Cross Packaging in the To Know Goals Package

       Ref: 5B Goals Package Construction
       Dennis talks about using 'To Make' as separate Goals Packages
       (GP) and to not use them in a GP. As this would be Cross
       Packaging.
       However right at the start of TROM, we see this used in the To
       Know GP?
       Make Known / Make Not Known
       It is the only place this is presented and everywhere else To Be
       is used... I wonder if this should be updated and show Be Known
       / Not Be Known instead
