and a high level of shame, the propensity to report such
offences probably tends to be lower than in countries
characterized by a higher level of sexual equality. A police
force and judicial system enjoining a high level of confidence
and a good reputation with the public will produce a higher
propensity to report crime than a police force which is
discredited, inspires fear or distrust.[11]
