[center]OFFICIAL RULING FROM THE CHAIR[/center]
Robert's Rules is a guideline for how the chamber should
function. There are some limitations and exceptions, however,
this Chamber must accept. For one, asking to be recognized
during debate on a chat based program is overly excessive and
tedious for the chair to manage over many topics and threads. In
addition, the point raised by the member,

is also in a way a limitation and exception. Members are free
to respond and comment without the need to be recognized by the
Chair, creating a harmonious place for discussion as well as a
place for arguments, something the Chair must address
frequently.
With that said, I wish to address the comments from Caos and the
issue of leaving the Chamber during debate and or arriving. From
the evidence given and statement made earlier, although not
courteous and rude, a member currently in debate may leave and
or return should they so choose. I must say however, that during
the period in which they leave the chamber, they forfeit any
right to vote or debate on said matter present in the House. In
addition, members may be subject to punishment and
expulsion/suspension if needed should they continuously disrupt
the House.

leave and come back but can be subject to punishment. The boy
