To affirm Gondor's belief in an absolute monarchy system which
benefits all people due to the sovereign and just hand of the
King, President Johnathan Gray drafted and Published the
Gondorian Constitution. In it a new form of lordship is
established in the Council-General, and should the line of Kings
fail there is always the Steward to assume the throne. The name
of Madison has been changed to Minas Tirith, the city of Kings.

Preamble
The Kingdom of Gondor stands resolute as a political alliance of
mutual defence and economic cooperation, stretching from Lake
Superior and Wisconsin to the Michigan Peninsula. With its
capital in Minas Tirith, Gondor is firmly united and sovereign,
under the authority of His Aragorn Majesty the King.
Section One
Any people may bind themselves to the Kingdom of Gondor at any
time, provided they simply fill out a transfer of Citizenship
from another sovereign state to Gondor. Once accepted by the
Royal Government, one is considered a subject of Gondor, and is
equal with all others regardless of strength or tenure.
Section Two
Gondor is ruled by His Aragorn Majesty the King, who enjoys the
authority of an absolute monarch in both internal and external
proceedings, including declarations of war, relations with
foreign powers and the appointment of Lords to the
Council-General.
His Aragorn Majesty appoints a Royal Steward as a safeguard
against the loss of royal traditions and knowledge, and to serve
as a permanent under-study to the King, and an immediate Viceroy
if need. Should the throne ever become vacant, the Royal Steward
may assume the crown as King of Gondor. The Steward shall also
serve as the Chief of the Council-General, overseeing the four
lordships of Gondor, but deferring to the ultimate authority of
the king.
His Aragorn Majesty shall also appoint four Lords to the
Council-General, each being tasked with the oversight and
execution of a specific aspect of the Kingdom. These Lords shall
include a Lord High Treasurer, responsible for the Central Bank
and all collective commerce; Lord Helm Guardian, responsible for
all matters of war and defence, as well as the operational
security of Minas Tirith; Lord Chancellor and Keeper of the
Seals, responsible for the internal workings of the Kingdom; and
the Lord Emissary, responsible for all foreign affairs of the
Kingdom, and for managing Gondor’s relations with foreign
powers.
In addition to the Lords of the Council-General, there shall be
a Council of Lieutenants, made up of four elected officials,
each charged with assisting a Lord of the Council-General in his
duties.
Section Three
Any subject of Gondor may be removed from the Kingdom by a
simple majority of all voting subjects, in a popular vote
brought forward by any subject of Gondor in good standing.
Additionally, the High Government may remove any subject from
the Kingdom immediately, should the situation warrant.
Declarations of war on behalf of Gondor may be made by His
Aragorn Majesty, or by joint decision of three fourths of the
Council-General in his absence. Should the Council-General vote
to go to war in the absence of His Aragorn Majesty, the Royal
Steward retains veto power.
Treaties and agreements on behalf of Gondor may be signed by His
Aragorn Majesty in cooperation with the Council-General. The
Council-General may not sign treaties in His Aragorn Majesty’s
absence.
Section Four
The King Shall appoint 5 Supreme Court Justices to hear cases of
all sorts, whether they be social, economic, political, or
otherwise.
Full Faith and Credit shall be given to the Justices in all
court proceedings, and they have the power of the King vested
upon them to make binding legal rulings regarding state law. The
Justices are also bound to the laws of the NeoConfederate
States, as set forth in the National Constitution.
Section Five
The preceding document is the official law of the land for all
subjects of Gondor, and is part of the Royal Constitution. It
may only be amended by joint decision of His August Majesty the
King, and a majority of all voting subjects of Gondor.

Press Conference and Constitution Signing
King Aragorn had sent out requests for state and national news
media to come to a Press Conference that he had set up to sign
the newly published Constitution. The reception had been
wonderful, and Gondor would hopefully be the buzz of the NCSA
news for the next few days. Former NCSA President Johnathan Gray
was there too. He had written the Constitution and revised it
several times at the request of the king, and was proud of the
final version. He would speak first, and then Aragorn.
The King had put on his finest blue and white robes and was
wearing his crown. He looked majestic to say the least. He
wasn't called "Your Majesty" for some odd reason. He was
handsome, yet his salt-and-pepper hair told the classic story of
his 55 years. He had seen and done much, but this was a first.
He finally had a solid ground for his state to stand on: a
Supreme Law of the State- a Constitution. The mere thought of it
made him dance for joy.
Former President Johnathan Gray was dressed in a red and white
suit, with his checkered tie in a double Windsor knot. His hair
was slicked back, and his eyes gleamed with pride and happiness.
His presidency had been quite the failure, but all that was
behind him now. His returning home rally was soon to be held,
and he felt content.
Once all of the media had filed into the Grand Hall for the
Press Conference, Johnathan Gray mosied up to the podium with
the swagger of an experienced politician. The king was not far
behind him, standing off to the side. The media stood eager to
hear what the two men had to say, and Gray took a sip of water,
adjusted his tie, and began to speak.
"Ladies and Gentlemen of the Press, Gondorians, and fellow
NeoConfederate citizens, I welcome you to Minas Tirith! This is
a great day for my state, truly. For far too long has Gondor
toiled with the rule of a Monarch without the proper direction
of a Contitution to guide the fair and just hand of the king.
But that l changed towards the end of my tumultuous presidency
when I received a phone call from King Aragorn asking that I
draft and publish the constitution of Gondor. I of course
accepted immediately, being His Majesty's old friend. I toiled
many hours over it, and yet I found the perfect fit for Gondor.
Gondorians, stand proud today, for today you have received a
Constitution! You have peace! You have order! Long Live the
King!"
A round of applause and cheering came from the crowd, until the
King stepped up and raised his hand, and there was quiet.
Aragorn stood proudly at the podium, and embraced Johnathan
before it was his turn to speak.
Citizens of Gondor, today is a great day. We have a document to
put our feet upon; a great foundation on which to stand! I am
very proud of my friend and fellow leader Mr. Gray for giving us
this sacred set of guidelines by which we may now live. Our
state was founded on a certain system of government, which is an
absolute monarchy. But I felt that I could not truly reign
without something to help the citizens of Gondor better their
lives. Now begins a golden age for Gondor! We are now a land of
laws, and we will be better because of it. I beseech the
blessing of Almighty God as we go forward into a new era for
this state, and the nation altogether. I will now sign the
Constitution, and it is done! For Gondor!"
He took a pen from his decadent robes, and signed the document,
with red ink. Gondor now officially had a lawful foundation upon
which to stand. Gondor's people's would rejoice surely, for they
had order.
Once the document had been signed, the Royal Guard presented the
colors and the National anthem was sang by none other than
Johnathan Gray himself, once a professional singer in his youth
before turning to politics. The soldiers gave Roman slautes and
cheered, and above the palace in the night sky there we're
fireworks. Gondor was happy. Gondor was at peace.
