Fenson to Re-Establish Government in South Dakota
Delagates From Around SD Meeting in Sioux Falls

SIOUX FALLS - Many parts of the state have choosen leaders to be
sent to the new capital of re-established state of Fenson. These
delgates, 65 in number, are in convention to form the new
constitution of the state of Fenson. So far, there hasn't been a
consenus on what type of government - constituional
republic-monarchy, senatorial republic, or three provence
Confederacy. As it looks right now, about 60% of the delgates
support a republic of some kind, with a third of the total
delgates wanting a a constitional monarchy. They argue that the
state is "...too small for a confederacy." and that a
confederacy would be "..complex for a state of this size." The
president of the convention, Wilf Rutkowski, whom has the final
say, said, "A constitional monarchy, like the United Kingdom,
would be ideal because it gives a national idol that unites the
state while also not giving said idol too much power or
influence. I think that it is the best choice for Fenson."
One part of the constition that is agreed is the size of the
milatary. There will be no active army, a small air force, and
only 0.5% of the population is the max for the state guard
reserves. While most delagtes agreed, a small minority felt
uneasy about it. In response to this, Mr. Rutkowski said, "If we
really need help, we'll call the confederal military."
The convention is expect to last a month. (OOC: About a week in

SIOUX FALLS - The statewide constitutional convention has
reached an agreement today over which government type they new
Fenson government will use. The delegates have decided that a
constitutional monarchy with a parliament would be best. The
problem that the convention is facing now is the lack of someone
to be the king or queen. The convention president, Wilf
Rutkowski, has decided to postpone the choosing of a king or
queen until the constitution is finished and the parliament is
in session. Another issue that was brought by delegate John
Bernstein was the fact that there were too many counties for a
reasonable parliament of a state with so little population. The
general agreement was to merge 3-4 counties at a time into
'voting districts' so that there would be a less overwhelming
amount of MPs. The delegates also agreed to have it done before
political polls are allowed to prevent gerrymander. Along with
that, a 3rd party group is to do the job. The first draft of the
constitution is to be started tomorrow.

First Two Articles Written

The constituional convention has written two of the articles in
the constituion.
Article I Monarchical
1. Succesion to the Fenson crown is determined by descent and
legitmacy. The crown shall be inherited by the last king's or
queen's eldest child and by a childless monarch's nearest
collateral line that is within three generations. If no new
monarcxh is found, the parliament shall decide who inherits the
throne.
2. Powers not given to the monarch by the Fenson Constituion
or by the Fenson Parliament are hereby reserved for the Fenson
Parliament or for the people. The monarch shall not define his
or her power.
3. The monarch shall be recongized as the head of state of
Fenson and shall be given the duty to preserve dimplomatic ties
with all Fenson's neighbors in the NeoConfederate States of
America unless said state refuses to do so.
4. The monarch shall be presented will all the bills that the
Fenson Parliament has passed. When presented with any document
passed by parliament the king or queen shall sign it without
delay, for it is the monarch's duty to represent the people of
Fenson.
5. If the monarch is too young to do their duties, then a
regeant choosen by the Parliament of Fenson will carry ouy the
duties but shall not be called 'Head of State' or 'Monarch'
Article II Legistlative
1. All legislative Powers herein granted shall be vested in a
Parliament of Fenson, which shall consist of one House of
Delegates unless said powers are taken away from this very
Constituion of Fenson.
2. The House of Delegates shall be composed of Members chosen
every second year by the People of the several Voting District
3. Each person wishing to vote must be: A. 18 years of age or
older B. Both a Fenson and Neoconfederate citizen and C. Not in
a county, state or federal prison.
4. Each person who wants to become a Delegate in Parliament
must be: A. 25 years of age or older B. A citizen of both Fenson
and the Neoconfederate States of America C. Have not be charged
of any vioent or treacherous crimes and C. Willing to reprersent
them people of their Voting District along with the people of
Fenson.
5. The Fenson legistlature shall not ever raise the defense
budget above 0.5% of the total bugdet and shall never impose a
draft on the people of Fenson.
6. All taxes imposed on the people with lower income shall
also be impose on those with middle and higher income. But if a
tax is impose on those with higher income, a taxe on those with
lower income is not needed.
