Weapons Regulations

The autocracy of Soul Society is concerned about the global
state of weapon developments.
While it keeps itself on shape to meet new warfare standards
recent events put an unease on the military. The gossiping
between units and platoons rose to the point that section
commanders became unsettled as well, with this, a public
petition was sent to the respective division generals which was
forwarded directly to Citizen Zero, after some debate between
all the concerned parties within the nation, a final decision
was made to extend the concerns to other national powers.
The most important facts on the letter are;
*Ballistic missiles can win a war, but will they win land? -
This point, addresses the responsibility that warmongers need to
consider on their people, massive destruction weapons can render
soil and natural resources unusable for highly extended periods
of time.
*Soldiers are expendable, they live for the regime, but
civilians are considered as soldiers too? - Again, an honor code
is demanded from leaders to respect the lives of civilians,
stating that honorable warfare needs to be made between people
accepting their fate as warriors, and not farmers or miners.
*If machines take priority over humans, why do we need wars
then? - The final point, states, that people take war too
lightly due to developments of new machines capable of
substituting the stress that a persona has to endure on wartime,
and thus, asks for less extended periods of warfare.
As per request, Zero asks the leaders of the world, to come on
terms with each other to censor the usage of cowardice on the
battlefield to respect tradition and customs to ensure that the
surviving world is fit for anyone to live on it.

You will need to format this into a bill and direct it to
Congress for vote and discussion. Which should make a very
lively discussion
