       For a state not in the specific region ( its region based) one
       may look at having Observer status if they have a trade city/
       military base on another Dixie Alliance members territories.
       1. Observers can give input.
       2. Unable to vote on key issues.
       3. Can bring points of interest to the table for discussion.
