They actually can; this is how secession works, you don't
recognize our authority you leave congress until you recognize
the authority of the NCSA, We are not going to recognize your
independent nation, but you can say you are leaving but still
       participate in our governmental process.

You clearly don't understand secession...IF THE FEDERAL
GOVERNMENT ACKNOWLEDGES THE UCA EXISTENCE THEN WE ARE NO LONGER
APART OF CONGRESS BUT IF THEY SAY THE UCA DOES NOT EXIST BUT
THEY DENY REPRESENTATION THEY HAVE BECOME A TYRANT GOVERNMENT.
       Learn history my friend.

You don't clearly understand that, you're idealism of both being
inside us to try to mess with our rules and not be inside of us
at the same time, is not how it works; look at the South all of
their congressman resigned from office the minute the South
       declared the CSA.

Looking at the American Civil War, most Representatives either
stopped coming or walked away, however it was ruled by the
American government that those who had left had effectively
       resigned.

A: Please no caps. B: If we say you aren't a part of the NCSA
but you aren't a nation that doesn't mean that you get
representation in congress. Here's an analogy: there are no
recognised claims to Bir' Tawil but that doesn't mean it gets to
have a representative in the US congress.
