       Fair enough.
       The land move is denied. There is no specific clause that is
       being violated, but the thing is Sparta acts RP-wise like a
       seasoned member, when he recently restarted. As the admin
       considers his current nation to be roughly the same as the
       previous Sparta, I am denying the land move as one has already
       been used. OOC wise, I understand Caos' frustration and
       understand what the overall concern was, and find that
       justified, considering his relation with Sparta.
       TL;DR: Denied due to various reasons.
       OOOC: What exactly is the Spartan "home"? Previously it was the
       Mojave Desert. Now it's Southern Alaska. Go figure.
