Which he hasn't done yet, officially, as he left and came back
as a, officially, new member.
So, OFFICIALLY, he should be given his land move.

That's a work around the rules and I would disagree with you
that he gets it because he is still Sparta not a new member.

I would agree with you. But if we allowed him to move to Hawaii
when he did this "trick", then we have to allow him his move as
well.
I would like to remind you of what happened:
Sparta wanted to move, but had no more moves left.

Well as much as I do agree with that, I do think it would be
directly to bother DEN, it just removes the distance between
them.

Those are personal issues that should not matter here.
The facts are that Sparta has the right to a land move, and that
Caos is abusing his power to impede him from getting it.

Those statements are not legally binding. I don't think there is
a loop hole because the law is specific enough to understand
that a person cannot have unlimited moves.

Well, but Sparta was a "new member". Therefore his move count
was reset.
For that he had to give up his SOI position.
But, you know what? I don't even care. Do what you want.
I just find it very suspicious that the same person who was so
hyped about the loop holes, now, out of own interests, simply
denies these very same loop holes. I find it unfair and an abuse
of power. But, whatever. I guess it's none of my business. It
simply seems wrong to me.

I mean seriously.
Dude.
SARCASM. Yeah. I totally don't know it or use it.
To be honest, this is just excessive. He's had enough moves, and
we only made ONE exception to him because it was honestly a
clusterfuck. But now?
What if I wanted to invade Columbia and I got the land RIGHT
NEXT TO HIM. Would that be fair?

If you do it within the laws and rules, yes.
How about we fill the loop hole? I'd be all for that, and I
assume, so would the majority in congress. Clarify that e.g. the
number of land moves is bound to the IP address, and not to the
state.
But for now, Sparta's move is legal.
