I'm not exactly sure where the move stands in regards to Section
1.

I actually left the region then returned so I haven't used my
move yet so there's no reason to say no

OOC: I wasn't sure whether or not Sparta qualified, but if he
is, I don't see any In-Character reason to deny him. I would
like Gondor or Coggernaut to determine his elgibility for this.

I won't put him on the map. I know why he wants to go next to

That sounds like abuse of power to me.
If he has the right to move there, then he should definitely be
allowed to do so.
