OOC: Tear gas doesn't turn people violent. It very literally
drives them out. I'm not sure you understand the effects of tear
gas, or that of rubber bullets.
Rubber bullets cause immense pain, and only in rare
circumstances cause fractures or broken bones. Tear gas causes
pain and irritation in the eyes, throat, and open wounds. You
would be driven out of there by a massive panic, which would
overwhelm you with the instinct to survive. That's why you would
leave. You did say they were massed, which just makes no sense.
No mob gets that organized, especially when under such stress.
You'd be running away before you'd be attacking. And certainly
not with that many.
People are not guns to be used and then tossed away. You
constantly use your population as a weapon, as a mindless tool.
They aren't. It's important you recognize and utilize that.

The two men fired their weapons into the air but the crowd had
enough of violence. They all suddenly raises their hands in
surrender as soon as the riot began. Nathan Hall personally
moved to the front of the crowd and moved out ahead of the crowd
as the crowd sat and raised their hands behind their head
suffering under the effects of the tear gas. Nathan, with tears
running down his face, said, "I myself am responsible for this
riot. I was the leader do not hold these people accountable." He
then sat and replicated the other rioters actions with his hands
above his head.

The officers out of the formation rushed forward and tackled the
two men with guns, knocking them out and cuffing them on the
spot. They were covered by four others with rifles. The rest of
the police started moving forward, and two people arrested
Nathan, with the rest of the dissenters rounded up and cuffed.

The people had glum melancholy looks and just did anything they
were told.
The two men however struggled furiously and one tried to slip
his hand to his pocket to grab his knife.

The police officers pushed him down and cuffed him, bringing him
back up and searching him for weapons.

As his hands were cuffed he finally gave up allowing the men to
search him.
