First of all, second stage being sold fuel isn't a very good
idea. Getting into a stable orbit requires that the rocket's
power can be decreased. We'd end up in a wonky solar orbit
unless you're suggesting that the third stage would be used to
get into an orbit.

So then, which stage is designed to get the ship in orbit? That
information would greatly affect our design choices when making
the final version of the ship.

Well I propose that we use a nuclear engine for the upper stage
for better efficiency. Unless the upper stage is to be used
within the atmosphere.
