A persons time in here should not be an issue. New people need
experience that often are over looked when choosing cabinet etc.
A fair balance of old timers and new joiners is good for the
region. There is nothing worse than joining a region and the old
timers exclude the new people. By not giving them the
experience. The deputy position should stay as an added back up
so we dont have to do this when an appointed person has a LOA.
