Voting Debate

"Under new Standing House Rules and Procedures that motion is no
longer valid.
Relevant Sections:
Section I. The Speaker of the House shall be charged with
moderating debate and preserving the decorum of the House. It is
the duty of the Speaker of the House to open floor for the
debate on a bill once the required second is obtained. Once the
Speaker feels the House has been given adequate amount of time
for debate, the Speaker shall pose the question, "Is the House
ready for the Question?" Should a substantial amount of support
be given for the extension of debate, the Speaker shall be
obligated the extend the time for debate to suit the needs of
the House.
Section II. The Speaker shall open up voting on a bill after
debate has concluded. Unless otherwise stated in the
Constitution, a majority of votes cast shall be needed for a
bill to pass. It shall be at the discretion of the Speaker for
how long the voting period shall last. At the end of each voting
period, the Speaker shall tally all the votes and announce the
results.
Is the House now ready for the Question?"

Initiation of a vote falls under the moderating officer of this
House, the Speaker, not the members who make it up."

OOC: To answer Caos on the other thread, "Congress may
determine the rules of its proceedings, punish its members,
create committees as needed, and, with the concurrence of
two-thirds of the members present, expel a member for unseemly
behavior or criminal activity." A power guaranteed under the
Constitution.
Executive thing: In essence, it is not a bill, an overarching
law that affects the region. It is the establishment of Rules
that will establish order within the House. Why should the
President interfere with the inner workings of the House? Should
the House not have the ability to govern itself and have a sense
of autonomy?
There is no motion, from what I've seen, to vote. The intention
was that the Speaker initiate a vote, seeing as he/she is the
moderating officer of the House and it did seem out of place for
Members to call for a vote, prematurely at times, when debate
was not yet finished. It was my hope that through drafting the
rules, we could see less premature votes, more debate, and less
arguments.

The bolded text even states "the Speaker shall be obligated the
extend the time for debate to suit the needs of the House."

You made it a bill. You followed the laws to make a law, you
called it a bill, you mentioned it as a bill, then you modified
an aspect of the constitution.
So suddenly you can give yourself an immense amount of power?
Doesn't this look fishy?

I was compelled to make it a in such a format as it was a neatly
organized format, but I did not intend for it to be a LAW in the
sense that we see LAWS. I do admit to referring to it as a bill,
however the intent was it be some sort of proposal to the House
and unsure whether to refer to it as such, I went and took the
safer route.
Look, I have made my points and you yours. Take it to Court,
should they deem it 'unconstitutional' so be it.
In response to the overreach of power statement: I have made my
response and intent clear. I have nothing further to ad.
