       Plural Marriage Act

       West Phoenician Prime Minister Countess Tia High held a press
       conference for all major WP Broadcasting News stations today to
       announce the passing of the Polygamous Marriage Equality Act in
       the West Phoenicia Congress.
       Reigning monarch King Glenton Bush II has never hid the fact of
       his polygamous lifestyle and upon his coronation his two wives
       were elevated to Queen status.
       While it was never illegal, polygamy was predominantly
       practised among the wealthy and aristocracy class. With this new
       law in place it will protect the interest of all classes who
       choose to embrace plural marriage.
       in a vote 170 to 10 the Act had overwhelming support. It was
       hoped that this act would help ease the tensions afflicting the
       nation.
       Gay rights activists have made their own calls for the passing
       of a Gay Marriage Act. But with the Conservative parties in full
       control of the Senate that does not seem likely to pass.
       Communist Green Senator Gabby Force plans to introduce a private
       members bill calling for a conscience vote on the issue instead
       of Congress voting along party lines.

       Volunteer Prison Labor Act renewed

       After 12 months the West Phoenician Congress has reviewed the
       Volunteer Prison Labor Act.  With the Prime Minister blessing
       and promoting the act has been approved for a further 10 years.
       Under the Prison Labor Act prisoners who are classed medium or
       low security risk over the age of 18 and open to both genders
       are given the option to serve their sentence on one of the
       tobacco plantations in the city-state of Immaculata.  Cotton
       plantations of Lower West Phoenicia.  Or Tea and Coffee
       Plantations in northern New Tudor.
       While voluntary prisoners can receive remissions of their
       sentence while working off their debt to society they are fed,
       clothed and house by the plantation owners.
       This program has been a success with easing of prisoner numbers
       in prisons across the nation  and reducing the money tax payers
       contribute to the prison system.
       The Antebellum Party and WP Aristocracy Party applauded the
       renewal as a victory for the economy while the minority
       Socialist Party led by Eddie Rox-Indi condemned the Prison Labor
       Act  as exploitation and nothing more than a fancy term for
       slavery.

       In a joint press conference Leaders of the Segregation Party and
       the West Phoenician Aristocracy Party celebrated the passing of
       the 'Let them eat cake act' in the city states of Antebellum
       Territory and Olympia Hills.
       The act will ensure the wealthy and nobility classes are able to
       visit hospitals, cafes, hotels. Attend school and venues
       exclusively for them. The act grants venues and places of
       business the right to refuse entry if one is not of that higher
       class based off economic factors.
       Segregation Leader Hon Martina Rose hailed it a victory and will
       not stop campaigning to all city states pass the act.

       While Baroness Honey Baroda has called for further tax breaks
       for the rich. Citing it an abuse and discrimination against the
       rich that their taxes are so high.

       Famed West Phoenician actress Nicolette Cruz has signed on to be
       the face of the Let them eat cake act campaign with a salary of
       $25 million for t.v and ad campaigns. And will promote the cause
       to other nations during her international movie promotion tour.

       In an unrelated incident, ardent opponents of the act Bella and
       Ross Kerry-Force died in a tragic car accident today. Police
       have ruled  it as an accident caused by the negligence of the
       drivers who were intoxicated.

       No Nuke Act.
       West Phoenicia has voted 220 to 20 to enact the No Nuke Act.
       1. West Phoencia will not produce nuclear weapons nor export
       items that could manufacture a Nuclear weapon.
       2. West Phoencia will be a non nuclear weapon nation for a
       period of 20 years.
       3. Any West Phoenician citizen found assissting in the
       construction of a nuclear weapon will be sentenced to death.
       4. Any non West Phoenician assisting in the construction of a
       nuclear weapon on West Phoenician soil will be arrested and
       charged and face a trial where the maximum sentence asked for
       will be death.

       No Foreign Bases Act.
       The West Phoenican Congress has passed the No Foreign Bases Act.
       In a vote 140 to 100.
       As part of the No Foreign Bases Act;  West Phoenicia will not
       accept  any offer from another nation of the NCSA to build a
       military base, outpost of installation on any West Phoenician
       soil.
       Part B,  In times of Civil war no West Phoenician national  may
       offer a foreign nation West Phoenicia land to build a military
       base, outpost or installation.
       Part C, No West Phoenician land will be sold off to form an
       arrangement for a foreign state to build or constrct a military
       base, outpost or installation.
       Part d, While West Phoenicia has the right to build bases in
       foreign nations, no secret arrangement will be made to trade off
       in exchange.

       The West Phoenician Congress has passed the Protect our Flag
       Act.
       In a vote of 230 to 10 the Act enables
       1. The flag is able to be flown on all government buildings, as
       well as private business and residences.
       2. Anyone caught burning the flag will receive a criminal
       conviction of 5 years in Prison.
       3. The act also protects the burning or desecration of the NCSA
       flag.

       Punishment Act 121 to 119 under the revised law the following
       crimes could possibly receive the death penalty.
       1. Murder in the 1st or 2nd degree
       2. Drug Trafficking
       3. Poaching
       4. Assisting in the production of nuclear weapons.
       5. High Treason
       6. Treason
       7. Espionage against West Phoenicia
       8. Aiding an enemy in time of war
       9. First Degree Kidnapping
       10. Airplane Hijacking
       11. Murder for Hire
       Methods of Capital Punishment.
       1. Lethal Injection
       2. Guillotine
       3. Hanging
       4. Firing Squad ( Ptolemaic Haven and New Dixie only)

       ***West Phoenicia Congress passes Life begins in the womb Act***
       In a move supported by members of all parties except the West
       Phoenician Green Party and Socialist Alliance.  Congress has
       passed the Life begins in the womb act.
       The religious majority of the state have celebrated the success
       of this bill 215 to 25.
       Bells began ringing out across the state at the passing of the
       Bill which had the full support of Pontifex Angelika I and the
       State  Church of West Phoenicia.
       The bill affirms  that;
       1. Life is formed in the womb at Conception.
       The bill enables;
       2. Criminal convictions for those who injure a woman causing her
       to lose her baby
       3. Criminal convictions for doctors not registered by the
       Ministry of Health to perform abortion which will not be banned
       but only performed under certain conditions and with a fully
       registered practitioner with the Ministry of Health.
       4. More funding allocated to women's health and programs to
       educate citizens on areas such as abstinence,  adoptions and
       birth control.
       5. $5000 baby bonus for women who choose to keep their babies
       and financial assistance until the parents are able to return to
       work.
       6. Funding allocated to the creation of additional free child
       care facilities for middle to low class citizens.  Governess
       educational programs created for low income citizens to work for
       rich families.
