Question for all

This is for the mods here. No one else post please.
Do we get to decide our own geography in our states?
For example Caos's buffed up huge mountain range, or me saying
my state(IRL Hawwaii) has no volcanoes and is one connected
island instead of many.
Because that's what it was in the past and I need to know
because I've been under the impression that that was the rule.

Hawaii was created by volcanoes; therefor no. Also you can't
connect the Hawaii island.

Actually man-made islands exist so he could connect them.

Actually he could do it if he could get enough dirt. The ocean
going along the islands isn't very deep at all.
