       [LAW-IC] Alternate Confederal Police and Prisons Act

       A bill to establish a Confederal Police Force and Prisons
       Acknowledging Each state's own sovereignty and right to make and
       enforce their own laws,
       Realizing That no agency currently exists to enforce Confederal
       laws nor apprehend those that violate them,
       Further realizing that a State's sovereign jurisdiction ends at
       its borders and that criminals may easily flee to another state,
       Cognizant that some criminal organizations may also exist in
       more than one state or nation,
       The Congress of the NeoConfederate States mandates the
       following:
       1) Leaving a State to avoid prosecution under its laws shall
       hereafter become a confederally prosecutable offence to be known
       as "Interstate Flight to Avoid Prosecution".
       2) The Attorney General is directed to establish an
       investigative agency to be known as the Confederal Bureau of
       Investigation and appoint a head of it to be known as the
       Director. This Agency shall be charged with the following tasks:
       
       a)Investigation of all persons suspected of breaking laws
       established by the Confederal Government.
       b)Investigation of any criminal organization that shall
       operate in more than one state or that shall have their origin
       in another nation.
       c)Execution of any warrants issued by Confederal Judges.
       d)Protection of the NeoConfederate States from terrorist
       attacks
       e)Apprehension of any person suspected to be guilty of
       Interstate Flight to Avoid Prosecution.
       f)Protection of the NeoConfederate States against foreign
       intelligence operations and espionage.
       g)Combating corruption of NeoConfederate officials.
       h)Protection of civil rights as laid out in the Constitution
       of the NeoConfederate States.
       i)Support of state agencies when requested by those agencies.
       f)Any other duties that may hereafter be assigned by the
       Congress of the NeoConfederate States.
       3) The main office and training centre of the Confederal Bureau
       of Investigation shall be established at a place(s) to be
       determined by the Attorney General in the Davis Confederal
       District. Such field offices as the Attorney General shall feel
       as necessary shall also be established in the several states by
       agreement between the Attorney General and the executive of said
       states.
       4)The Attorney General is further directed to create an agency
       to be known as the Confederal Prison Bureau and appoint a head
       to it to be know as the Director. This agency will be charged
       with the following.
       
       a)Contracting with the several states to construct such
       prisons of a style and fashion as may be necessary to hold any
       and all Confederal
       Prisoners.
       b)Training of sufficient staff to man these prisons. Training
       is to include but need not be limited to: correctional
       techniques, ethics, control techniques, applicable laws,
       self-defense, report writing, interacting with inmates, and
       firearms. All Bureau of Prisons employees shall qualify with at
       least three types of firearms: 9mm pistol, 12-gauge shotgun and
       M-16 rifle.
       c)Bureau of Prisons Officers and employees may make arrests on
       or off of Bureau of Prisons property without warrant for the
       following violations assaulting officers, escape, or assisting
       escape.
       d)Bureau of Prisons Officers and employees may make arrests on
       Bureau of Prisons premises or reservation land of a penal,
       detention or correctional facility without warrant for
       violations occurring thereon of the following provisions: theft,
       depredation of property, destruction of property, contraband,
       mutiny and riot, and trespass.
       e)Officers and employees of the said Bureau of Prisons may
       carry firearms under such rules and regulations as the Attorney
       General may prescribe.
       This was approved on the other forum, one of CSM's last bills.
