       [IC-Dead] Senatorial Seats Bill

       Recognizing The need to create a balance of powers within the
       legislative branch,
       Realizing There is no Senatorial System currently established in
       the NCSA,
       Acknowledging That some smaller parties may be left out, but
       that this bill is intended to protect all ideological views from
       harassment,
       Congress Hereby Mandates That a Senatorial Selection Process
       shall be created in order to balance the powers in the
       legislative branch and create a means of Senator selection.
       Article One Each Party must have at least 4 members in order to
       gain recognition of the NCSA Senator Seat. If a state removes
       their standings with the party, causing the total membership to
       drop below 4 members, the Party will continue to hold
       representation until the next election cycle.
       Article Two Each recognized party of the NCSA shall be given 2
       seats in the house, both from different states. All parties with
       less than 4 members may establish pacts with larger parties, but
       will not be granted representation in the Senate.
       Article Three Senators are not elected by Congress, but
       appointed by the people, through the political parties, in order
       to insure the representation of all recognized parties.
       Article Four Senators shall take a oath and vow to recognize
       that a Senator's main job is to review a law, and determine
       whether or not it shall be passed onto the desk of the
       President, stating with their name and recognized party that
       they "Shall Do Their Best To Serve The People".
       Article Five Senators found lobbying with representatives or
       other senators, shall be removed from the Senate floor and be
       replaced with a new Senator, from the same party.

       "Well as it stands I have concerns about the required number of
       members at four, I think this would exclude fringe parties,
       while not all of them have rational and stable ideas, I do not
       think they should be deprived of their representation. I think
       this bill should be amended to include all parties but only
       those with four members may have two Senators."

       I motion to table. This bill is unnecessary, and will create
       chaos and confusion. It only exists to serve the Columbians, so
       they may remove bills they do not agree with.

       also trying to pass, as the provision about the senate says it
       is based on the population of the political party."
