voluntary and to be decided by each individual state.

> By the formation of this new government agency, a Minister of
Sports will be added to the President’s cabinet. This

getting things done in regards to Sports and Culture. Otherwise
like many issues its discussed and nothing happens as no one
moves forward with it. Sports will only up a whole lot of new

If I may add some input Mr Speaker.
We would be quite happy to just create a NCSA Sports
Association. If that would be better suited.
Occ. There is alot rp can offer. NCSA should not just be about
war. We have vast creative opportunities that are not being met.
Sports is just one of them. I would like to see a NCSA Games and
I am quite happy to add additional sports like beach volleyball,
archery, shooting, swimming etc. If that is what people want to
help Diddyland ease the load of the 5 sports he is dealing with.
Its starting off small but with more backing more can be added.
I dont want to waste my time if people are not interested.

We could put this under the SOI's jurisdiction, or just make a
committee for it.

What are you people even talking about? I already made the NCSA
Sports organization about 2 months ago!
I've been organizing 5 different sports tournaments, which are
already in their 2nd season.
I've never made a thread "The NCSA Sports organization", cause I
was the only one organizing, so there was no need. For requests
from others I just kept the OOC thread, or they could post on
the "NCSA Sports News" thread.
If I remember correctly, Caos was strongly against this bill,
and I was told to just make the organization instead of creating
a ministry. And so I did. That was all.

It's not de facto as this seeks to create a ministry with in the
president's executive branch. (Cabinet secretary)
