Aye to table. This makes absolutely no sense. At 3 billion
people, my millitary is probably far stronger than the US, the
top nation in the world. I will not downgrade my millitary
because new members are weak. Don't start a war without a good
millitary, and you're good to go.

Your misinterpreting the Bill, it says you MAY not that you have
to. You can keep your stuff, but some people just want to
hyperlink a page and call it quits, nothing wrong with that.
